China uses the ‘three no’s’ on matters relating to its gay citizens

An interesting article in The Conversation observes the PRC government’s policy of the “Three No’s” in relation to homosexuality: “no approval, no disapproval, and no promotion”.

This ambiguous policy is observed ‘to provide great flexibility for the state’s regulating apparatus to deal with issues relating to the LGBT Community, while at the same time, also leaving some flexibility for the formation an LGBT Community and allowing same-sex couples to make certain protective arrangements such as to have a guardianship arrangement, consistent with the state’s aim of neutralising LGBT-related topics. This strategy also allows the state flexibility to exclude any open discussions about the topic in a public arena – while protecting the state from accusations of using oppressive mechanisms to suppress or punish the marginalised voices in the society.
