Guangdong police arrests 110 men in 2 raids

Police in the southern Chinese city of Guangzhou arrested about 50 men on Mar 30 and 60 men on Apr 3 at a public park.

Police in the southern Chinese city of Guangzhou arrested about 50 men on Mar 30 and 60 men on Apr 3 when it raided Renmin Gongyuan (People's Park/广州人民公园), a well known gay cruising venue.

According to a statement released by Aizhixing Institute, the men were taken to a police station for questioning although there were no specific charges laid. The statement claimed that after being pressured to give a reason for the raids, the police said that they were cracking down on "prostitution."

Chung To, the founder and chairperson of Hong Kong-based Chi Heng Foundation, a HIV/AIDS NGO which operates in China said in an email that five members of its MSM outreach team who were conducting its regular HIV prevention outreach in the park were taken to the police station on Mar 30; and another six volunteers were detained and interrogated on Apr 3.

"Taking them to the police station without any reason is unjustified. We are disappointed that this kind of police action still happens in China which hurts our HIV prevention outreach work," To said in the email.

No other details of the arrests and how long the men were detained are available.

In the Apr 4 statement, the Aizhixing Institute - a China-based HIV advocacy and awareness group founded by Dr Wan Yan Hai, a prominent AIDS activist, in 1994 - urged the police department to respect the civil rights of homosexuals in Guangzhou.

The statement read in part:

"We believe that the police have clear shown an act of discrimination and harassment towards the gay community during these raids and arrests, which should be condemned. We urge the police to stop such harassment immediately and educate police-officers with basic knowledge of HIV/AIDS prevention policies and civil rights concerning LGBT community to avoid misuse of power and human rights violation in their conduct.

"The police are deemed to have violated The Regulation on the Prevention and Treatment of HIV/AIDS, which was adopted at the 122nd executive meeting of the State Council on Jan 18, 2006 which came into force on Mar 1, 2006."

The policeman then suggested that the gay men should move to somewhere more private to have sex, such as Baiyun Hill and under the Haiyin Bridge. The volunteer then retorted that gays should have the right to chat and make friends anywhere they wish.

Sad to see that this is a universal problem i.e. police officers having way too much time on their hands and wasting it by hassling guys who just want to meet other guys rather then investing their time wisely by doing something like arresting real criminals who perform acts that actually hurt members of the community!!!

Don't the police have to specify the offence they are arresting someone for before carting them off to the police station?
And if there is no evidence of any offence, isn't there some remedy against the police?

Prostitution is NOT illegal in most countires. China is not the world. Prostitution, in fact, is regulated in the West, whereas in most Asian countries, it is a subject better not talked about, as so many other tabboo subjects. Think twice.

I live in the United States. I was in People's Park in Shanghai in 2007, talking with a Chinese man in a somewhat secluded area - only talking. A few police arrived and questioned the Chinese man. Seemed unusual that police would confront a man who was only talking with me, maybe trying to embarrass or harass him. I reckoned it's been exagerated. I've asked a few of my friends back home(I'm from GZ) and none of them's aware of it. It's a small park in central GZ, loaded with all sorts of people. I doubt it that they could just simply arrest 100 guy at a raid. How could they know who's gay from the others anyway???

Right after Sweden and Iowa legalized the same sex marriage last month, what we can say regarding this issue? There are so many problems facing the existence of the country, definitely this is not urgent, but the shame is there is no respect to the gay community, just as what we saw in Harvey Milk, back to 1960's. People's Park in Shanghai is a nice place for a walk after dinner. But I cannot do this over fears that they think I'm a prostitute. These people have ruined it for everyone else. There are places to solicit sex like in Saunas, Bars, online, etc. This is not about gays or civil liberties or human rights. This is about infringing on my rights and others.

Boys, please read the article carefully before you comment on the same.
The main point is that the police raided that place base on a discriminatory agenda against gay. ONLY AFTER being pressured, they gave a reason for the raid to justify they discriminatory act against homosexuality. If they were really serious about cracking prostitution, why not raiding those "salons" on the street? It's public knowledge that those salons are the biggest chain of brothels in GZ.

The overt homophobia in Tingatanga's comments saddens me. While the police stated that they were cracking down on prostitution, the article states that those who were detained hadn't been charged. As a matter of fact, some of them were outreach volunteers. This IS in fact about civil rights and human rights and gay rights. The Chinese government's record on these issues is well documented. It's sad that many innocent people have to be victimized by the aforementioned homophobia.

I think we should all behave and carry ourselves well so that we do not stick out like a sore thumb.

PLU tend to be the centre of controversy and it's a;; more important that we do not expose ourselves to more criticism.

We need to worker even harder to gain people's respect. It's a harsh world out there. People judge and more often than not , we get the bulk of it.

I agree with Post # 1. The police should have better things to do than harrassing gays. Like catching criminals.
If they find someone having sex in the public toilet, they should just tell the miscreants to leave and have their fun in a private place. But it's not just China. In this year of 2009, the police in New York City still find ways and excuses to harrass gays.

Well............I lived in China for several years, and of course the Peoples Parks are in almost every major city. In almost all cases, I think, these places are risky because of:

1. drug addicts who may be commercial sex workers/sellers.

2. Just some weird people.

3. Risky place.

4. Risk of police arrest or questioning.

So if you go to those parks, these are the risks so be careful.

I have been to those types of places several times but never in to the very dark park areas, it is risky so if you are in those places, it is "risk behavior" so don't be surprised.

This is true in nearly every country in the world not just China.

One can only speculate what brings such a low form of human life to this respectable forum.

This transcends issues of freedom of speech.
Advocating ethnic cleansing (genocide) suggests that this person may be very dangerous, and authorities should be informed.

Also, using despicable racial slurs should not be tolerated here.

Sex parks exist in all major cities. For many right reasons, people st8 or gay should not engage in sex publicly. There are places for that activity. But the main issue here is that the police has no right to target anyone being in the park for simple conversation or harmless socializing. It's harassment, pure and simple. But then again, most non first world (that includes Singapore too) practice such crimes against gay people without any fear or recourse for their victims simply just becos they can.
