British colonial rule is not clear, must be known the person who made rules and background such as Religion, education background, etc.
so, we should not blame british but anyone who involved and keep maintain section 377A until now, is called colonial

Of course the British MUST be blamed. The history is crystal clear. Parliament in London passed the anti-sodomy law in the UK in the 1860s. Immediately all British colonies at that time passed exactly the same law. After World War 2, Britain withdrew from all but a handful of its colonies. It did nothing to repeal the 1860s law before it left, no doubt because England itself did not repeal the law until 1967.

Section 377A is part of the baggage left behind by the British. Is it not odd that absolutely no other colonial power - and there were many - passed a similar law? The real question now is: had the law not already been on the statute books, would the newly independent nations freed from colonial rule then have decided to introduce such a law? I don't know the answer, but I very much expect most would not.
