Two Women intend to get married 26 times to protest lack of marriage equality in Japan

They plan to get married in every country where it is legal to do.  This will take six months and is intended to raise awareness about the lack of such rights in their home country.

I doubt they can marry 26 times in the countries where gay marriage is recognised. In general, the laws of each of these countries would allow the couple to marry once in one of them, if they were not already in other marriage relationships, and once they are married that is it. After that, they can probably only arrange to have a ceremony for the renewal of marriage vows, with or without an authorised marriage celebrant. As a renewal of vows is not a "legal" event but purely a ceremonial one, they could do it anywhere with anyone acting as the celebrant, I would guess.
